Kerala Chief Minister Pinarayi Vijayan wrote a letter to Prime Minister Narendra Modi claiming that it was "against the principles of cooperative federalism" that the Ministry of External Affairs (MEA) refused political clearance for a state minister to travel to Kuwait to supervise relief efforts following the devastating fire in an apartment that claimed 49 lives in the Gulf nation.

Twenty-three of the 46 Indian victims of the June 12 fire were from Kerala. In order to coordinate the relief efforts, the state cabinet agreed on June 13 to dispatch Health Minister Veena George to Kuwait. The state then requested political approval from the MEA to allow her to travel. The minister had to abandon her plans, though, when she was not given the go-ahead.
